Requesting Public Records 

Washington law requires state and local agencies to make public records available to the public. This law, the Washington State Public Records Act RCW 42.56, supports the public's right to be informed about what their government is doing.

The act also lists certain public records that do not have to be disclosed. These exemptions are intended to prevent unreasonable invasions of personal privacy or the use of public records for personal or commercial gain. Please note that some records are exempt from disclosure.

The act also requires that the public records requested are "identifiable." Your public records disclosure request must include a reasonable description that would allow a Clover Park School District employee to locate the records. A general question is not a public disclosure request.

Five-Day Response

Within five (5) business days of receipt of a request, the district's public records officer will do one or more of the following:
1. Provide copies of the record(s) requested or make the record available for inspection-or, in the alternative, provide an internet address and link to the district's website where the specific record can be accessed (provided the requestor has not notified the district that he/she cannot access the records through the internet); or
2. Acknowledge that the district has received the request and provide a reasonable estimate of the time it will require to fully respond; or
3. Seek clarification of the request; or
4. Deny the request (although no request will be denied solely on the basis that the request is overbroad).
(We redact any records or portion of records that are exempt from disclosure and specify the exemption that applies to any redactions.)

Additional Time

Additional time may be required to respond to a request due the need for clarification of the request, to locate and assemble the information requested, to notify third parties or agencies affected by the request, or to determine if the record requested qualifies for an exemption.

Costs for Paper Records

Copies of Records - If the requestor wishes to have copies of the records made instead of inspecting them, he/she shall make this clear in the request and make arrangements to pay for copies of the records or a deposit. Once records are available, they can be inspected during the district's customary office hours, Monday-Friday (8 AM - 4:30 PM). There is no cost to view records.

There is no charge for record requests that are up to 50 pages. Clover Park School District charges the following fees for copying and mailing more than 50 pages of documents:

  • Letter- and legal-sized documents: $0.15/page;
  • Certified copies: $5; and
  • Postage: At cost for mailing requested materials

Cost for Electronic Records

The cost of electronic copies of records is $2.50 for information provided by CD or DVD. There is no charge for smaller requests which can be fulfilled by e-mailing electronic records to a requestor. The public records officer or designee may also require the payment of the costs of the CD or DVD before providing that installment. The district may also charge actual costs of mailing, including the cost of the shipping container.

Clover Park School District will calculate any copying costs and notify you of the charge in advance.
