MINUTES 

Present:           Vice President Carole Jacobs, Becki Kellcy, Joe Vlaming, Paul Wagemann, and Debbie LeBeau

Not Present:   President Marty Schafer (excused) 

6:03 p.m.          Vice President Carole Jacobs called to order the Regular Meeting of the Board and asked the Lakes High School JROTC Color Guard to present colors. The presentation of colors was followed by the pledge of allegiance and a moment of silence to honor the men and women who serve our country. 

CITY OF LAKEWOOD COUNCIL REMARKS 

Councilperson Paul Bocchi presented the city council remarks.  Councilperson Bocchi shared there will be a bid open in early October to resurface Lakewood Drive. This road work will occur between 100th and Steilacoom Boulevard and will impact Four Heroes, Harrison Preparatory School and the Auxiliary Services Center. The city set aside funds from the transportation benefit to resurface this roadway.  He also encouraged staff and audience members to utilize the new MyLakewood311 mobile app to connect with the city. The app is a great tool to notify the city of streetlight outages, animal nuisances, code enforcement issues and more by creating online tickets that users can follow indicating when a request is submitted (red), whether it’s in progress (yellow) and when it has been completed (green). 

Councilperson Bocchi also shared information about the new rental safety inspection ordinance that the city council has spent the past year discussing. He estimated that in the City of Lakewood, there are 11,500 apartment rentals, and 2,500 home rentals. The plan is to require landlords to have properties inspected on a five-year cycle to ensure buildings meet code requirements and are not left in disrepair. Inspections will be scheduled randomly. It is not clear if the city will provide the inspector or if the landlord will use an outside source. Landlords will pay for the inspections.  Mr. Bocchi said in the event an apartment building or home rental is closed, relocation costs are available through the city budget to help residents move.

RECOGNITION OF ASB AND YOUTH COUNCIL  

Vice President Jacobs welcomed new members of the Associated Student Bodies and City of Lakewood Youth Council.  She acknowledged the many students who model the Board’s values within the schools and communities they serve.  Students serving in a leadership capacity received a letter of commendation signed by the Board president.

Superintendent LeBeau welcomed and introduced new administrators and those administrators who have been promoted or relocated to other schools:

PUBLIC COMMENT 

REMARKS OF A NEGATIVE NATURE SINGLING OUT SPECIFIC EMPLOYEES, OTHER THAN THE BOARD AND ITS SECRETARY, WILL BE HEARD IN EXECUTIVE SESSION FOLLOWING THE BUSINESS MEETING. THE BOARD RESERVES THE RIGHT TO TERMINATE PRESENTATIONS CONTAINING PERSONAL ATTACKS ON INDIVIDUALS.

Kyle Keenan – Mr. Keenan, a student, shared concerns about syringes that he has come across on the ground numerous times as he walks through the Lakewood community.  He said the concern was not only for himself, but other youths as well. 

Jim Schell – Mr. Schell, CPEA President, acknowledged the collaborative work conducted by the school district and union to reach agreement on the new teacher contract. Teachers ratified the contract with a 98% vote. 

Reports from the Superintendent 

In her superintendent’s comments, Ms. LeBeau provided the following updates related to the five board goals. 

Retention, Recruitment and Professional Development – Superintendent LeBeau read an excerpt from the Clover Park Education Association Collective Bargaining Agreement, “the district and association recognize and value the principle that we must continue to work diligently together to assure that the students of the district are receiving a quality education.  We recognize the necessity of a safe school environment for students and staff.  We commit to a culture of collaboration and accountability with professional interactions based on compassion, trust and decency.”  She remarked that this statement will go a long way towards improving staff retention and recruitment and help the district with professional development. 

Communication with All Stakeholders – The district is in month two of a one-year contract with KLAY radio where one 10-minute interview will take place monthly in addition to 65 30-second ads. A link to the latest interview is available on the district website.  This is another tool we can use to share good news and information about the district. 

Student Achievement – Training for intervention teachers at the elementary schools was held four days last week.  This training helps staff intervene with students in order to improve reading and math skills.  All certificated staff participated in Positive Behavior Interventions and Supports (PBIS) and safe and civil schools training on August 26 and 29.  Today was the final day for staff to complete required training on policies and practices online. The 7.5 hours of online training provided staff with what they need to know when working in public education. 

Supportive Learning Environment – Students and Staff – The message from the board president on August 26 and 29 during certificated staff training was well received by staff. It was clear that having a family of educators allowed him to speak from the heart and his message connected with our teachers. The superintendent and board president also had the pleasure of attending the Lakes kickoff assembly and addressing students and staff about Lakes being a highly ranked school.  The superintendent also had the opportunity to attend the Lakeview Hope Academy recognition of staff for improving test scores with the board president and assistant superintendent of elementary schools.  Lakeview is a priority school and staff is working hard to make a difference.

The superintendent added that all schools and district facilities were well prepared for the first day of school – clean from the floor to the ceiling and many schools received a new paint job.  There was painting and new furniture at Tyee Park.  When visiting Park Lodge, the superintendent found parents to be very thankful for the minimal school supplies list. She recalled one parent in particular who was in tears thanking staff for not asking parents to spend hundreds of dollars in school supplies. 

Community Engagement – The City of Lakewood published student letters from a writing competition and student murals in a book and provided board members with a copy. It was a thoughtful gesture commentating the partnership between the City of Lakewood and Clover Park School District. Clover Park Technical College partnered with the district to place banners along the Four Heroes and Harrison Prep grounds to promote that the tech college is a partner of the school district. The superintendent participated in the Kids at Hope Tunnel last Friday.  Over 700 students came through the doors and were welcomed by the Lakewood police department, army, community volunteers and staff. It was a rewarding event to be a part of. It’s great to hear city council members share good news about our schools. They were impressed to learn that Woodbrook made contact with every parent at the start of the school year. This is something that many of our schools do in a variety of ways.  One strategy used by a school was to hold a meet and greet—the school included a code word about a super hero on the connect-ed message inviting families to attend and when students and parents came they could use the code word to sign up and win a prize.

17-008   Field Trip: Lakes High School Varsity Cross Country Team to attend Nike Portland Cross Country Invitational Meet, Portland, Oregon, September 23-24, 2016 

               WHEREAS, students from Lakes High School request approval for a field trip on September 23-24, 2016, to Portland, Oregon, to participate in the Nike Portland Cross Country Invitational Meet; and 

               WHEREAS, Travel costs will be paid by student fundraisers, donations, foundations, corporate/business sponsorships, plus any necessary student pay; 

               NOW THEREFORE, BE IT RESOLVED, That the Board of Directors approves Lakes High School students for a field trip to Portland, Oregon, September 23-24, 2016. 

17-009   Interdistrict Cooperative Agreement with Tahoma School District 

WHEREAS, The Clover Park School District provides services and programs for certain students with special education needs; and 

WHEREAS, The Clover Park School District provides special education facilities and services for said students not provided by Tahoma School District.

NOW, THEREFORE, BE IT RESOLVED, That the Board authorizes the superintendent to enter into an Agreement for Interdistrict Cooperative Educational Services with Tahoma School District for fiscal year 2016-17 to provide special education services to said students; 

BE IT FURTHER RESOLVED, That the above named school districts agree to reimburse the Clover Park School District for excess costs not reimbursed by the State of Washington or by any other specific grant. 

INDIVIDUAL ACTION ITEMS 

On motion by Joe Vlaming, seconded by Becki Kellcy, the following resolution was adopted.  (3 ayes, 1 abstain) Motion carried.  Director Paul Wagemann abstained from the vote stating he could not in good conscience vote on the contract because he did read the contract in advance of voting on the resolution. 

Vice President Jacobs thanked the bargaining team and asked them to stand for recognition. She said the process the team underwent demonstrates what collaboration means in Clover Park School District.  She added the contract “is what’s right for kids” and commended the team for a great job.  

17-010  Negotiated Agreement Between Clover Park School District and the Clover Park Education Association 

WHEREAS, The negotiated agreement between the Clover Park School District Board of Directors and the Clover Park Education Association expires on August 31, 2016, the Clover Park School District Administration and the Clover Park Education Association entered into negotiations for a successor contract pursuant to RCW 41.59; and 

WHEREAS, The parties have reached a tentative agreement on a collectively bargained contract for the period September 1, 2016, through August 31, 2019; and 

BE IT RESOLVED, That the Clover Park Board of Directors approves the Collective Bargaining Agreement between the Clover Park School District and the Clover Park Education Association, tentatively agreed to by the District's bargaining team, for the period September 1, 2016, through August 31, 2019. 

On motion by Joe Vlaming, seconded by Paul Wagemann, the following resolution was adopted. Motion carried. 

17-011   Information Technology – Computer Replacement

WHEREAS, The Technology Audit recommends the upgrade and replacement of current technology throughout the District; and 

WHEREAS, Computer replacement is scheduled for Lakeview, Tyee Park, Lochburn, and Oakbrook during the 2016-17 school years; and 

WHEREAS, The District membership with Washington School Information

Processing Cooperative provides comprehensive data solutions through bid process in accordance with RCW 28A.335.l90; and 

WHEREAS, Information Technology has determined the need for replacement

throughout the District and will procure computers under the WSIPC contract 99-38 or through other state and inter-local contracts; and 

NOW, THEREFORE, BE IT RESOLVED, that the Board authorizes the purchase of computers, not to exceed $500,000 

MATTERS FOR DISCUSSION AND/OR INFORMATION

  • Board Member Reports 

Paul Wagemann – On the first day of school, Director Wagemann visited Mann Middle School where the principal hosted a “meet and greet” offering coffee and donuts to parents.  Director Wagemann enjoyed listening to parent stories.  They expressed to him that they feel welcome and encouraged.  

Joe Vlaming – Director Vlaming attended the first Clover Park High School game of the year. The Clover Park band learned the Canadian National Anthem in just one day and it was quite impressive.  The annual cross country invitational had an impressive showing this past year and he encouraged participation. 

Becki Kellcy – Director Kellcy has been busily preparing her children for the first day of school and had the opportunity to spend time at Idlewild.  Her children were excited to go to school each morning.  

Carole Jacobs – Vice President Jacobs remarked that she loves the beginning of the school year and the start of the sports season.  She shared that she attended the Administrative Leadership Team retreat in August and had the opportunity to share with administrators that the Board desires greater communication and engagement with parents. She told administrators that the Board hopes they will keep them informed of upcoming activities so they can be engaged.  She remarked that new teachers told her they appreciate the training provided to them by the district prior to the start of school.  It has been a great benefit to new teachers and those coming from other school districts.
