District Attendance Areas
The board of directors directs the superintendent to develop and maintain legal descriptions and maps necessary to show and define the attendance boundaries of all schools. An annual review shall be conducted to determine if adjustments (e.g., population and enrollment shifts, schools are added or closed) are necessary requiring changes in attendance areas or transfer of students.
When the district develops or makes modifications to attendance area boundaries, the following factors shall be included, but are limited to:
- minimizing disruption of students’ established learning programs;
- maintaining established neighborhood groupings;
- maintaining relationships with middle school and/or high school attendance area;
- adjusting class loads to available space;
- program and enrollment stability at nearby schools;
- coordination of transportation routes with attendance areas; or
- demographic forecasts.
Students shall attend the school designated for their respective residential areas unless individual requests for transfers have been approved according to Policy 3131.
By mid-March of each school year, the next year’s estimated enrollment should be forecast for each attendance area.
In cases where estimated enrollments substantially exceed class size guidelines, student transfers or boundary changes may be necessary in order to operate an effective and efficient educational program at each school site. Prior to implementation of any planned transfer of students or boundary changes, parents of students involved in such planned transfer shall be invited to a meeting at which the planned change shall be explained and discussed. An orientation to the new school shall be arranged for impacted students.
The district reserves the right to base final boundary decisions on the needs of all schools in the district.
